But there is something to notice
Generally when we compare Kakashi with power of other Kages (not iq or Strategizing), He might be weaker in power, actually because of sharingan as it was Obito's Sharingan which was transplanted to Kakashi who isn’t the member of Uchiha clan. He wasn’t born with innate ability to handle Mangekyou Sharingan or even simple Sharingan !

It always took a lot of chakra from Kakashi As he wasn't an Uchiha . His chakra reserves depleted drastically when he used his Sharingan , So he is the Weakest Hokage in power. That goes without saying that Kakashi is weaker in physical strength.
We all know, Being hokage isnt just about the power !
The point to clear here is weakest doesnt mean in IQ or coming up with ideas but it’s actually because of physical energy and spiritual energy which creates chakra!
He would sure be weaker in TaiJutsu since it’s because of Physical strength but not in other gifts like high IQ and strategizing.
We all know Kakashi was a pretty amazing at making strategies, I would say no one can beat him for his iq in other kages instead their right hand men Shikaku and Shikamaru and Minato Namikaze !
Kakashi never wanted to become hokage , because it wasn't his style. He also seems to be relieved in boruto of his job now As Naruto is Hokage XD .
Qualities of Kakashi Hatake

- He was Good at Strategizing and had high IQ
- He is considered the best Jonin
- He was a genius just like itachi, Sasuke and shisui at academy (In young age)
- He is a kind and generous person
- He's a complex character, with an iconic character design and a laid back attitude that just exudes cool.
- He always prioritized his Comrades and students, always helped them
Kakashi can be considered a weak hokage in power but not in other qualities like IQ and Strategy with his amazing character .
I think he has now a lot of chakra after he lost his sharingan !
